Peterborough Drug Strategy
Fourcast is a foundational partner of the Peterborough Drug Strategy. The Drug Strategy exists to mobilize collaborative community action to reduce the harms of substance use. Visit thepeterboroughdrugstrategy.com for more information.
Needle Exchange and Naloxone
In partnership with PARN (Peterborough AIDS Resource Network), Fourcast provides free harm reduction supplies (including sterile needles) to people who use injection and inhalation drugs in order to reduce the risk of HIV transmission and other blood-borne infections.
Fourcast counsellors can provide training to service users and the public on how to identify and respond to an overdose, including overdose prevention tips. Naloxone is a drug that TEMPORARILY reverses an opioid overdose allowing time to receive medical attention. Naloxone is completely safe and only effective in reversing opioid overdoses. Naloxone is available for free at Fourcast in nasal form.
Sterile needles, Naloxone kits, and other harm reduction supplies can be accessed at the Peterborough main office, Lindsay office, and Cobourg office, during regular business hours (8:30 am to 4:30 pm, Monday to Friday).
Rapid Access Addictions Medicine (RAAM) Clinics
Fourcast Addiction Counsellors are co-located with RAAM service to provide on-site counselling, referrals to community supports, and naloxone training and distribution.
RAAM offers fast access to medication assisted therapy for both alcohol and opioid concerns. RAAM also offers brief support/referral for individuals not currently connected to addiction recovery services and resources. No appointment or referral is necessary.
RAAM provides a safe space where you can get help from a physician, nurse or addiction counsellor for your substance use and/or addiction. Our team can help provide you with the tools to support your goals.

Drug Poisoning Data Resources
The poisoned drug supply is having a devastating effect on communities across the country. The importance of tracking, reporting, and sharing data across our region can help to provide emergency alerts and potentially save lives.
- Substance-Related Harms Dashboard (formerly “Opioid Harm Data Portal”)
- Lakelands Public Health (formerly Peterborough Public Health) monitors substance-related data in four key areas: the City of Kawartha Lakes, City and County of Peterborough, County of Haliburton, and Northumberland County.
- This data is made available through a public-facing interactive dashboard hosted on the Lakelands Public Health website. The dashboard includes emergency department visits, hospitalizations, opioid mortality, and all substance mortality, as well as data sources. More information is available on the Substance Harms Profile page.
- Anonymous Form to Report Drug Poisoning
- The Drug Reporting Tool is an anonymous form that allows anyone to report overdose incidents and harms in the community. Any information shared through the survey supports Lakelands Public Health and community partners in responding to and preventing drug poisonings in our region.
- Click here to access the Drug Poisoning Reporting Form, or get more information about substance use and harm reduction on the Lakelands PH website.
